Safety first, then stop the source
If water is anywhere near electrical outlets, the panel or appliances, do not enter. Cut the power at the breaker only if you can reach it safely and dry, otherwise stay out and call an electrician. Then, if it is safe, stop the source: shut off the main water valve for a burst pipe, or wait it out for storm and sewer backups.
